Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid. Through an ambitious Economic Development Investment Programme, the Government of St Helena is continuing to improve the economic environment on the island which requires substantial infrastructure development.

In this key role you will co-ordinate the project through the RIBA Stages, ensuring that the appropriate approvals are gained prior to commencement of works. You must develop and maintain project plans, scope and schedules, taking into account technical feasibility, dependencies, constraints, stakeholders and resources. It will require you to scrutinise contractors’ programmes of works to challenge and investigate poor delivery and bring the project back on track.

Interfacing with Procurement Services and AG’s Chambers, you will co-ordinate procurement, ensuring relevant approvals have been obtained, preparation of tender documentation, facilitating the tender evaluations, and contract signature. You will manage risks, assumptions, issues, decisions and dependencies, ensuring work is neither overlooked or duplicated and managing the information flow between directing and delivering levels.

Holding a professional qualification in an appropriate technical discipline such as civil engineering, construction or science, you will also be professionally qualified in Project Management such as PRINCE 2 Practitioner level.

With substantial experience as a Construction Manager or Project Manager across the lifecycle of planning, implementation and review and working with Governments of developing countries, particularly smalls states of islands. You have a background in applying RIBA plan of works, delivering high quality PM in all stages of the project life cycle.           

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.

Our Benefits Package Includes:

  • Annual Pension Contribution of 7.5% of salary
